Subject: Gore Wants To Attend Kyoto Climate Conference

Vice President Al Gore is telling aides he wants to attend next month's global climate conference in Kyoto, Japan, but is meeting resistance within the administration and from some of his own political advisers.

Some administration officials, including Ambassador to Japan Thomas Foley, are of the opinion that Gore should not go unless there is a clear agreement worked out in advance, which looks unlikely. If Gore goes and talks for an international commitment to reduce greenhouse-gas emissions collapse, Foley and others believe the United States will be blamed.

As of now, the meeting is a "ministerial session," meaning the delegations are being led by senior international and environmental officials from governments attending. Deputy Secretary of State Stuart Eizenstat is heading the U.S. delegation.

But the United States has been in touch with Japan and other governments about the possibility of Gore attending for the final few days of the conference. If he is to go, he would leave Saturday night after attending an event in the Florida Everglades.

Some Gore aides believe industry and other groups that oppose a climate change treaty would launch advertisements criticizing the vice president, complicating his early planning for a presidential run in 2000.

A final decision is expected Monday or Tuesday.
