A Push For ReformSuddenly, campaign finance reform is back on the front burner, although many Americans remain skeptical that Congress will manage to agree on substantial changes. Vice President Al Gore has announced the formation of a committee to lead a "crusade" to educate the public about the need for campaign finance reform. But some Republicans believe the administration is simply trying to change the subject to move attention from the Democrats' fund-raising excesses in 1996.
