CANAL FULTON, Ohio (CNN) -- The dangers lurking on the railroad tracks in some communities may be held in place by bureaucratic red tape. Bureaucracy can hold up funding for safety installations up to a year -- leaving residents vulnerable at crossings where lights and gates could save lives. Between January and October last year, 359 people died in accidents at railroad crossings, according to the federal government. A couple who won millions of dollars in a lawsuit against Conrail after their son died in a crash at a crossing are using that money to help Ohio counties pay for safety upgrades.
